The easy money bet is that Tulsi will shrug and say no conclusive proof it was Putin's pals. Trump (or his minions) would never embarass his handler, Vlad.
Assigning attribution to a foreign actor is not Tulsi’s only dilemma. The new report might simply state that attribution remains classified and is determined case by case.
A more fundamental question the Assessment must address is whether the IC will continue lumping all AHI cases together or differentiate between core verified cases (AHI1 phenotype) and AHI2 phenotype cases that failed clinical verification criteria. Diagnosis of the AHI1 phenotype excludes psychogenic causation and requires recognition as injury from pulsed microwaves. - a conclusion the IC Expert Panel already reached, yet the IC has never implemented.
This would represent a fundamental shift with major National Security, DHS, and public health consequences.
Very interesting article. But why would Tulsi come clean and confirm it was Russia when the president shrugs his shoulders at Russia giving Iran details of the US operation in this "excursion"?
During my career of some 35 years in the CIA clandestine service some 20 years ago, it was generally understood that there was a mutual understanding that officers of the KGB and GRU did not attack CIA personnel and vice versa. If this was truly more than hall talk, the rules have changed, drastically, presumably unilaterally, and this represents a truly threatening change. No wonder the Agency is in denial, particularly in the present political environment.. There is a super secret investigation and what to do process is still going on somewhere in Agency, and maybe here.

Good job, Jim! And agree with Doug.
Tulsi needs to join Noem on the “Shield of the Americas”

Great reporting and of course she won’t do the right thing!
Have there by any explanation of why the CIA would try to cover this up?
And why the Biden administration would join this coverup?
She'll stall, say it's being investigated. . .
